The primary aim of the WTP study is to determine suitable and practical service levels and tariffs for various consumer groups in Freetown. Specifically, the study is aimed at assessing the affordability and willingness to pay amongst households, industrial and commercial consumers for improved service and/or for maintaining the current levels of the service without deterioration.
