Provision of Consultancy Services for Improvement of Electricity Supply(ESLEAP) in Urban Areas

Project Brief

Maintain continuous liaison with EDSA and their Consultant and Contractors and

provide such advice and assistance as may be required for the continuous and

efficient progress of the Project.

  1. Coordinate all activities between various suppliers/contractors to ensure contract

completion within established cost estimates, plans and schedules.

  1. Expedite, check and approve contractor’s drawings within fourteen (14) days to

ensure conformity with specifications and project requirements and coordinate the

technical details of all equipment to ensure operational compatibility.

  1. Check and ensure contractor ESMP is finalized and approved by EDSA before

contractor mobilization to site.

  1. Check to ensure client has completed all land acquisitions, paid compensation and

handed over site to contractor before works commences

  1. Prepare necessary drawings and specifications required for implementation as far

as not belonging to the Contractor’s scope of work. The drawings shall be submitted

to EDSA and approval will be implied if EDSA makes no comment within one (1)

month from the date of submission. Such direct or implied approval shall not release

CONSULTANT from his responsibility under this Agreement

  1. If necessary, the CONSULTANT shall assist the Contractor(s) in locating any

material or supplies they may find to be scarce or not readily available

  1. Prepare a graphic schedule showing by months the estimated time required for each

major supervision of the project components, such as the construction, procurement

and installation, and the estimated date of provisional acceptance giving special

consideration to the main leading items of the project which require a long period

of delivery, to be prepared and completed in such time as to be coordinated with the

other parts of the project, in order to guarantee and secure the overall completion

of the whole project within the target dates established.

  1. Provide estimates of the total cost of the completed project, by components, together

with forecast of the amounts of money needed by EDSA each quarter year until

completion of the Project. At, or near the completion of the project, CONSULTANT

shall submit to EDSA the “as built” cost of all major items. This cost shall also

include the apportioned cost of CONSULTANT’s fees man-month expenses, travel

expenses and all other expenses as may be paid by EDSA on account of the project.

  1. Furnish to EDSA all engineering information, services, data and drawings required

by EDSA to procure all necessary or desirable permits, licenses, franchises, titles,

rights authorizations but excluding procurement of any patent rights
