CEMMATS was subcontracted to Tetratech to provide local consultancy services in the design and structuring of the reform and institutional capacity building activities to be included in the Sierra Leone Electricity Compact. The assignment involved a review of the priorities and action plan for continued implementation of the Power Sector Roadmap.

Activities included:

• Undertaking an institutional capacity diagnostic for EGTC and EDSA (the national electricity utilities);
• Identify weaknesses preventing the institutions from achieving satisfactory outcomes in terms of environmental and social management;
• Develop an Action Plan to improve EGTC and EDSA environmental and social management capacities;
