Release is a private owned company which shall be the Lessor of the power plant under the Lease Agreement. Electricity Generation and Transmission Company (EGTC) is a state-owned utility company which shall enter into a Lease Agreement of the power plant.

The project is located in Kamakwei Town in Karene District, on a 40-hectare plot of land.
